Hi Jitendra,
I think your doubt has to be cleared in a technical way. Generally cover means "a part of a structure to keep the reinforced bars safe and away from the external water effect to avoid corrosion(rust or ferrous oxide)." Corrosion will surely reduce the real strength of the bars.
Thickness of the cover varies for different types of structural members. Generally it will be 25 to 30 mm for beams, 20 to 25 mm for slabs, 30 to 40 mm for columns and 40 to 50 mm for foundations.

Beam cover is the clear distance between the beam face and main reinforcement, size of beam cover depends on condition of exposure (durability) and fire resistance. For more details you may read BS 8110: part (II) if you are using british stardard.
