What do you exactly mean by version(ing) here? If it means version control then Siebel can be integrated with very little hassle with ClearCase, VSS or any other standard Version control software. You've to provide the value for version file/ software in srcctrl.bat file and use the same.

For Workflows, Every time you revise, a new version is created. For Objects like BC, BO, Fields etc, there is no version facility, what we do is add comments to it with the change description is brief. For things like Siebel Products etc where there is a workspace involved, you will get workspace versions.
