What is the difference between Roles and Responsibilities in Siebel?

Roles is position in SIEBEL wherein you can control the visibility of data to the user, if a user has a responsibility to view the screen but not the position to see the data.
User wont be able to see any records and by providing responsibility to the user
you can control the access to the views so if you want to show certain sets of views to user, exposed this views to a particular responsibility and provide it to the user.

I have a question.
Why access control mechanism for views and data access mechanisms should be separated?
Unless not separate the issues of what occurred?

Roles are Database access privilege given to an user. While an user is created in Siebel, The same user has to be created in the Database. Roles has to be granted to the user, so that the user can access the DB accordingly.

For Eg. We use SSE_ROLE.
Responsibility is a view control mechanism in the App Layer of Siebel. A number of views are assigned to a Responsibility, and if the user has that responsibility, he will be able to see the view. When a User is created Siebel, a responsibility is added to it for view control.
