OSPF sends hello packet on its all ospf enable interfaces with broadcast destination address 224.0.0.5.When other router receive hello packet does not see its router ID in the hello packet (INIT State) it add first router ID  in its neighbor list & send unicast reply on destination address 224.0.0.6 to first router. Now the first router see that its router ID in neighbor list of second router hello packet hence it add other router ID in its neighbor list. In this way two router become neighbor (2-waystate).
