At the time of construction only they will go for Testing
Because at the elaboration they are putting the designs i.e they are setting up
the under which module how many units to be used once after that it is
completed then only the real testing takes place.

The Unified Process has four distinct phases-- inception, elaboration, construction, and transition, where business value is delivered incrementally in time-bounded and cross-disciplined iterations.  This development process is a customizable framework that has evolved into significantly different variations.  Therefore, some companies begin designing and creating test cases in the elaboration phase, while others begin design and creation in the construction phase. 

As a rule, requirements are baselined at the end of the elaboration phase.  For this reason, testers typically begin test case design and creation toward the beginning of the construction phase.  Again, this can vary a great deal between variations of the Unified Process employed by different companies.
