Any bug tracking tool will have filters.

Using this filters, the devoloper (testers also) will have to make a suitable query based on the criteria it would show only those records pertaining to defect headline or summary.

Even the tester himself has to track the tool and findout whether he is entering a duplicate bug or not?

 Usally,the developers are divided to pursue certain tasks ,so the when the bug is reported by the testing team based on the defect , the PM or the team lead send it to a particular developer(who actualy considered  to handle only certain types of bugs) so the developer can easily understand ,wheather it is a duplicate one or not.
