Difficult to answer, but maybe I would like to get an overview of the testing processes, quality processes in the new org. Try to identify the set of tools they use, get familar with the processes and then after that I may in a position to try and identify the things that may need quality improvement.

If I am new to an organization and want to make an impact on quality, these are things I would likely do first:

1) Learn the organization's business model.
2) Learn who does what within this business model.
3) Try to understand how key stakeholders view quality in the organization.
4) Learn from seasoned veterans what quality improvements they feel are needed.
5) Review previous projects to learn how the company currently measures quality.
     a) What processes are established?
     b) What is measured?
     c) What metrics are used?
     d) Who supplies the reports and who receives them?
     e) What impact do they have on day-to-day processes?
6) Determine what the company has recently done to improve quality.
7) Review results of previous projects to find patterns of poor quality.
