Generally Non-Technical People will prepare this document. i.e. Business Analyst or Functional Consultants.

There is no fixed mandatory parameter for Oracle reports. Instead it based on how the reports develops. Normally the "Region, Location" can be mandatory.

There is no mandatory parameters in reports. If you are using User Exits in your report then only we have to pass P_CONC_REQUEST_ID parameter.
