On what basis is the power rating of the generator decided??

For any electrical equipment the power rating is decided by the thermal rating.
or
The temperature withstanding capability of the machine.

For generator the power rating depends on temperature, volume of rotor.

The core criteria for deciding rating of machine is LOSSES.

while this may ultimately justify all the reason specified by above person. Because temperature rise of machine depend on losses. Insulation requirement also depends on losses, means losses can be minimized by proper insulation. and this(insulation) ultimately decides size of machine.

type of rating(whether kVA or KW) also depends on losses. Like losses of transformer depends only on current(copper loss) and voltage(core loss), not on power factor,
So, its rating is in KVA not in KW
