In diesel engines, the intake through nozzle is dependent on throttling by the rider, this dependence make the mixture of air and fuel lean or rich, governing its quality.
Hence it is known as quality governed engine too.

Basically petrol engines are quantity governing b'coz , in this case fuel is mixed in the carburetter , so to change the speed we need to control the quantity of mixture that is going in the cylinder.

but diesel engines are quality governing b'coz, in this case compressed air enter in the cylinder and now to change speed we need to control the quality of fuel injected in it.

petrol - air fuel pre mixed and sent to engine. quality cannot be changed (rich or lean mix). By operating the throttle / accelerator the quantity of fuel is varied ( other than starting idling etc). In diesel engine the definite quantity of air is sucked in, depending on the speed, the governing mechanism in the fuel pump will send only the required quantity of the fuel in to the fixed quantity of air. There by the quality of the air is continuously varied.
