If you want the base table where the name of the value set is stored then it is
FND_FLEX_VALUE_SETS.

The name of the table where value set stores:-
1) fnd_flex_value_sets

The name of the table where values stores:
2) fnd_flex_values
3) fnd_flex_values_tl
