To allow the server to run multi-session client mode for applications through RDP or for Remote terminal services.
You will need to have a terminal server license installed before the trial period of 90 days expires.

Terminal server is used to get multiple session access to the server via remote desktop protocol (RDP), And By default all the windows 2000 / 2003 /2008 servers used to get 2 RDP session and 1 console session as built in. So if you want to increase the remote desktop connection then you have to install / activate the terminal server license.

Terminal services is a component of microsoft windows operating systems (both client and server versions) that allows a user to access application or data stored on a remote computer over a network connection. Terminal services is Microsoft's take on server centric computing, which allows individual users to access network resource easily.
