The total number of test cases that has to be derived for the given set of requirements completely depends on the complexity of the requirements and the ability of the testing team involved.

When the requirements are received, it is splitted into smaller pieces in order to derive at the scenarios that can be generated out of it. For all the scenarios identified the test cases are written. Once the test cases are written by the testers it will be reviewed either by a reviewer or the Test lead. All the test cases will then be mapped in the traceability matrix against the requirement, in order to trace whether all the requirements are covered.
