You can determine the performance of the web application by using tools only.
Best performance testing application in market is Load runner. by using this you can load Vusers to the application and test the performance of the website by the following factors.

1) Throughput time
2) Request time
3) Response time
4) Delay Time

Also in general a web site has to take 8 secs to display the contents in fromt end.
