Router operates on layer 3 hence is called intelegent device, Un Configurable, simple switches operates on Layer 2 and multilayer switch and Configurable Switch operates on layer 3 which can also perform routing function

Physical Layer or Layer 1// Data Link or Layer 2 used by Switch

Router works on 3rd (NETWORK LAYER)
Switch works on both 2nd and 3rd (DATA LINK LAYER and NETWORK LAYER). It depends on type of switch.
