Project Management is a practice and in every practice it is very important to understand the framework and rules.There is certainly a need of learning new methodologies and advancements in this practice as every PM has unique solution to every situation.

As often as it takes. Learning is an on-going process. One learns something new everyday, if one knows where to look.
Projects, by definition, are unique. As such, the situations encountered in project are unique as well. There may be similar situations, however, the circumstances or players may be different. Every "similar" problem/issue/situation has a unique answer. One size fits all does not always work.

As such, a project manager's learning process is on-going.
