What is the differance between wind and earthquake spectrum?

Basic difference exist in the manner in which they act on structure.wind forces are external and proportional to exposed area,earth quake forces are inertia forces resulting from distortion of foundation/earth w.r.t superstructure and it is a function of mass of building rather than exposed area.
another major diff. is distribution of forces along height of building.wind forces are constant for each floor, the EQ forces vary parabolically with height.
