A test strategy is a statement of the overall approach to testing,identfying what level of testing are to be applied and methods ,techniques and tools to be used.

Testing strategy is  the base  document which  is  made before the test plan .IT  deals  about  the  scope ,purpose ,level of testing. In short  testing strategy is a  document  which  say you  what  has to be  done and  how  it  has to done

A test strategy describes the testing portion of the software development process.  Depending on the industry, company or project, a test strategy can take the form of a rough outline to a formal baseline document.  It can serve as an overall test plan, or it can serve as supporting documentaton for a more comprehensive test plan.  In its lean form, a test strategy includes 
1) test approach,
2) environment requirements,
3) requirements traceability,
4) test techniques, and
5) test tools.
