It's all depends on the Functional Flow. Test cases can be written as much up on the functionalities in the Project.

The answer to this question depends on:

1) The value this project has to key stakeholders in the company
2) The breadth and depth of the requirements
3) The amount of time allowed for testing
4) The resources provided for testing
5) The complexity of the project

I'm guessing you will have many test cases to write.
