It depends whether the cylinder has total surface area or lateral surface area.
 
If total S.A pi*rl(2*pi*r*r)
If lateral pi*r*L

it will be the surface area of cylinder= 2*pi*r*hwhere r=radius of cylinder=4 ft(here) h=height of cylinder=30 ft(here)this gives the area of sheet required.
