soln:

digit in 10s place cannot be 0 => tens place digit can be selected in 4 ways

digit in the units place cannot be tens place digit =>units place digit can be selected in 4 ways

=> total no of ways = 4*4 = 16

Ans:20.  For tens place we can select 1 digit from 4, for units place we can select 1 from 5

as there is no condition specified about digits repeating so 4C1*5C1=20(C-combination).
