JES2 in this it will release the resource after completion every step execution that resource can be used by any other user.

JES3 it will release the resource only after the completion of all steps execution no other program can access that resource util the completion of exec.

TIME specifies the maximum CPU time allocated for a particular job or job step. If TIME is in the JOB card, it relates to the entire job; if in the EXEC statement, it relates to the job step.

if time parameter is coded on both job and step, then the time coded on the EXEC statement over-rides the one on the job.[refererred on pg 88 of Mvs Jcl Primer]U might be interested to know this ...

TIME parameter in Job card overrides the Time parameter in Step.
