Handling Null in Outer Join

How to handle a non-matching column (which is NULL) in outer joins. My site standards prevent the use of Null indicator.

if any column is null we need to declare null indicator of S9(04) comp for that . if you not mention null indicator while fetching record that is null it shows -305 error.
