1. Very first you need to check that your outlook is online or offline if it is offline make it online (in outlook there is an option of offline,
click on that or check your internet connectivity)
2. Check outbox , if there is old mail stuck in outbox . make outbox empty (move those mail to other folder of delete them)
3. Open e mail settings(or account settings) > select e mail > click on change > click on Test, it will check your your e mail incoming and outgoing,
if you get error. check SMTP (outgoing) server address.
3. Check the e mail password is correct or not
4. In e mail setting click on More settings > select outgoing server Tab> check box (my outgoing server SMTP Require authentication) should be selected
5. Click on advance settings (email setting > more setting > advance > check port Numbers
SMTP = non secure port = 25, secure port= 465 with SSL , 587 with TSL (Refer to e mail provider)
6. Also checked your firewall and disable anti virus as well
7. If these all settings are good
8. Create a new outlook profile and reconfigure e mail .
9. Reinstall outlook
10.If still same, change windows user and configure outlook again
11.Checked user account (e mail) still alive and there is no issue form e mail provider

Second option is check whether your mailbox is full. Outgoing and incoming e-mails may be stopped when there is space issue in the mailbox.
