If the DC goes down and the information is not there in LHC and the user is trying to access that particular application. The user will not be able to access the application.
Same thing happens when a single server is hosting one apllciation and the logon s are disable the user will not be able to access the application..

If the data collector goes down.....then that zone member servers are not able to access by the user ...
means those are temporary unavailable...
to avoid this things ....
when ever the data collector goes down automatically the data collector election process begins ,the most preferred server in the zone elected as data collector ....if there is no most preferred server then the newly zone added server act as data collector

If data collector goes down then election happen to choose another dc based on 1.Version 2.Ranking 3.Host-Id according to precedence 1,2,3

In case data collector goes down, the user would not be able to either login or access the application. A polling would occur and the winner would be the next data collector. Since this process takes less than even a minute, the disruption would be minimum.

in 6.5 only controller can be a data collector, Session host cannot be data collector. If Data collector goes down this will prompt the preferred as DC.

note: If all Controller are down, Election process will be based on the highest host ID.

If data collector goes down he another server will act as a data collector according to the zone data collector election process, which that server in session controller mode only. this server will act as a data collector by taking version or most preferred or by version of that server

If a data collector goes down an election process will take place based on preferred, Sever with latest patches and latest hotfixes, based on configuration.

Citrix best practice is to deploy two ZDCs for fail overs. If one goes down the other one takes over.
