This will be a Critical ticket to work on.
First we need to understand why the data center is down.
Second we need to understand the locations of the servers in the farm and how they are load balance.

Case I
If all the server are located in the same data center there is o option of load balancing done here and there will be no data transfer that will be done.
Hence the system will not be operational at all.

Case II
If the server are located in 2 different environment (Physical environment) ie in 2 different location and they are properly load balanced and ZDC is configured in such way that polling can take place and a different server can back up the ZDC then there will be minimal effect of the data Center outage and the user will be operational will some performance issue. If the number of user are low then performance will not come it to the picture.

If data center goes down, Local Host Cache (LHC) which stores the backup data stores of citrix will fire up and see the server functions normally upto 48 hours

Nothing happens. If the data store is unreachable, the LHC contains enough information about the farm to allow normal operations for an indefinite period of time, if necessary. However, no new STATIC information can be published, added or changed to the farm, until the farm data store is reachable and operational again.
