Test environment team is responsible to setup the testing environment..once its setup you can continue with the testing

It is always advisable for tester to set up test environment.

Approaches:

S/W Test Environment:
Collect all the information on the s/w and h/w required for test env. Get the s/w and h/w ready
collect all information of deploying application [configuring web/app server and steps to deploy the code on servers]
Deploy the application and go ahead with testing

H/W Test Environment:
Collect information on the h/w and firmware required for testing. Get ready of all h/ws and s/ws
do a set up integrating all the h/w parts and run the test case against it.
