A base class library is a standard library to all common intermediate languages.With the help of common intermediate language the base class library can encapsulate a large number of common functions, such as file reading and writing, graphic rendering, database interaction, and XML document manipulation, which makes the programmers job easier.

CLR stands for Common Language Runtime which is programming that manages the execution of programs written in any of several supported languages, allowing them to share common object-oriented classes written in any of the languages.
