I too had the same problem. When I disabled Norton Anti Virus on my system it started working out well. I cannot say this is the exact reason but could be could be one of the reasons if you have Norton Anti Birus on your system.They say that NortonAnti Virus could block some programs without allowing them to run.

1. IF you have both Informatica server and client installed on same machine then first turnoff any anti-virus software running, turnoff internet connection.

2. Check the settings in workflow server and try again.

Even i encountered the same issue and i did to following to resolve the issue:
1. First Delete the Server from Workflow manager.
2. Configure the Server Again and give ur IP while configuring and resolve it to ur comp name.
3. Now assign the configured server to your mappings.
4. Run the Informatica Service again.
Now this should resolve your issue. I guess we are getting this issuebecause of DHCP. So each time your IP changes you will get this issueand  you have to assign the server again (but am not 100% sure abtthis).
If someone can give a confirmation it wud be great.
