I have created Hierarchical Picklist. IN parent all the values are displayed. when the values selected in the parent its displays proper value in the child picklist.

The search specification for the parent pick list should be "Parent Id is Null".

1.Since the same lov is used for both parent and child pick list there shld be a constarint placed both in the pick map fields of the parent and child single value fields.
Check area and sub-area SVF in service request BC.Pick map field in case of area has the constrai nt placed on the service request type.Similarly in case of sub-area the constraint is placed on current area field.
hence this will restrict the LOV to show the desired values in parent and child pick list.
Hope u have set the "EXTERNAL" in parent LIC field under lovs in application administration.
