no, they are certainly not equal...

(7^2)^3 and 7^2^3 are very different

49^3 is much lesser than 7^8

because, (7^2)^3  = 7^2*3 = 7^6

No they cant be equal
Ans is (7^2)^3<7^2^3
Because when braces applied first the part within braces execute so 7^2=49

Now 49^3=117649
While 7^2^3=7^8 which is so much larger than the above one
