18 is correct but the explanation is wrong.
Here see the difference.

First No. is 3 and second is 4 so the difference is 1
Now the 3 rd no is 6 so d diff is 2(6-4)
next no is 9
and hence difference is 3(9-6)
now next no in series is 13 and difference is 4(13-9)
so
this is a progressive a.p where differences increases by 1 and next tym
so
the difference now will be 5, and adding it to 13 you will get 18
