Probability of an event is the number of cases resulting in that event divided by total number of cases:
now 2 balls can be chosen from 3 defectice ones in 3C2 ways
and there are 10 C2 ways of choosing 2 balls from a total of 10 balls hence:

3C2   /  10C2  =(3*2)/(10*9)
