Why for design of foundations only service load combinations are used? Why not design?

Actually we use the safe bearing capacity which is found by dividing the ultimate bearing capacity by FOS while calculating the area therefore we do not factor the load.

During the design of foundations, we include service loads, because foundations are major part of structure load bearing element, so the magnitude of service load keep on changing with time, so that's why we include service load.
