    When we cannot execute the test cases the means we should suspend the build and the question is not clear we cannot execute test cases for what reason
    if there is no time
    if there is a show stopper defect in the build
    above cases we need to follow according the situation

    Once Sanity testing is done then we accept to System testing. it allows for full functional testing. it means all the functionality (White box) testing done here
