Purpose of web.confg file is :
in web.conf file we maintain the connection statements that is like username, tablename etc. so that any changes in the connections or username can be changed their ifself.

Yes! we can put more than one web config in case of form authentication we can make a folder for access only some authorized parson then this folder we can put a web.config file here.
