Yes is required because technology is facilitated communication they not communicate own some body have to use technology ,the user use technology with help of Software , in IP upper layer protocol stack have many software, means Ip address bind with technology to use.

Network Layer is Third layer of OSI Modal, it Performs two main functions - Routing, Logical Addressing
Routing is Selection of best available path in the network.
