This error may be due to Item setup in Inventory & Order Transaction Type Setup Order management.

Ensure the Below Setups

1) Inventory > Items > Organization Items > Order Management > Check ATP should be none.

2) Order Management > Setup > Transaction Types > Define. In 'Shipping' sub-tab uncheck 'Auto Schedule' check box.

3) Profie Option 'OM: AutoSchedule' should be 'No'.

I believe the answer given by Pavithara R is correct in case you don't want to run ATP functionality if you want than you need to complete setup of shipping network setup for
the SHIP FROM to CUSTOMERS SHIP TO SITE, and also lead time parameters at Item Master definition level so that system can give you proposed
scheduled ship data.
