Which version of the Exchange we are talking about..?

On the stores, check the option do not mount the stores at startup (for mailbox as well as )

Now try starting the service, if it starts..means problems with the database..work on database issues..again starting the service with the blank database can confirm this..do not forget to stop the SMTP Service..else the messages will be delivered to the blank store.

If the service doesn't start..check the eventlogs for relevant events..run exbpa and check if we are getting something for our issue.

Some more common reasons may be:

1. Mismatch in the store and database versions.
2. Dependant service may not be started.
3. Database issues.
4. Problems with the Recepient Policies.
5. Server object may not have proper permissions on the stores.
6. If the service keeps on crashing..we may be in a situation where the server is compromised.
7. Database may also be having problems..for eliminating this run diagnostic checks and conform the integrity of the database.
8. Did we upgraded our Exchange environment..?

The best way to find out the reason why service is not getting started will be checking the eventlogs.
