Is it available in WEBI of XI r2?

global filter is nothing but filter applied at universe level this can be called as a condition.after u export the universe to the repository it will be made available to the report devolopers. this is available in web in xir2

Global filter is the option which is there in Format(Main Menu) Filter option:
The Filters dialog box allows you to filter the data returned by a variable. There are two types of filters: global (which apply to the whole report) or block-specific (which apply to a specific table, crosstab or chart only).
