Metalinks - Oracle to take care of its customer to solve their technical issues. Once you get the license with oracle they wil provide you the metalink user and password, you can use it to search the technical article to find your problems.

If you get any new issues, you can rise SR(service request) and the Oracle will provide you the details and they may ask a lot of things from you to solve the issue. In most cases they will ask us to install the patch or few work arounds which will solve the issue.
