Ans is 30% 
if 30% incresed in side then 
area= 130% * 130% 
= 169% 
so Area is incresed 69%

Lets assume here the area of square and the initial area is 100so after the 69% increment the area is 169. so that the side ofthe square is under root of 169 that is 13. so the increment in side is 13-10=3 i.e. 30%

Final       ?           x*x +69/100 
so length of final area = sqrt x*x+69/100
Percent increase length  = (sqrt x*x+69/100-x/x)*100
Assuming x=1
Ans is 30 percent
