To start writing a System Test Plan, following factors should be complete/considered:

1. User Requirements have to be signed off
2. SRS/BRS has to be baselined or mutually accepted.

As per the V-Model, the input for the System Test Plan (STP) is the System Requirements Specifications (SRS).  The key factors in developing STP are the

1) Various Hardware configurations on which end users use the applicaiton

2) Versions of the various softwares that end user uses.

like IE 5.0,IE 5.5,IE 6.0, Netscape, MS Office versions etc.
