Who defines quality?

Yes i agree with nagendra but would like to add one more aspect to this.. that is internal customers. It is a fact that both internal (stake holders in software development internal to the company like management, other departments - related to the process that is followed) and external(clients - related to the end product they get) customers would define the quality.

yes i agree with both of the above, i would like to tell that in a different way. 
to measure the Quality several are there. some of them are 
1. correctness 
2. reliability 
3.maintainability 
4. portability 
5.interoperability 
6. efficiency 
7. integrity 
8 usability 
9.reusablity 
10.testability 
11.flexibility 
etc... 
The end user may or may not want all the factors. depends on the end user requirements some of them we used as quality factors. then we check our with that quality factors.
