Test Director is the Test Management tool. Defect management is part of the Test Director.
Following are the actions which we can perform using the four available panes in Test Director.
i. Client Requirements are mapped in the Test director using the Requirement Pane. In this pane all the client specified requirements are uploaded and there are three different views available to track the requirement.
ii. Test cases are written in the Test Plan tab of the test director. Test cases are written for the requirements uploaded and are mapped against them.
iii. Execution of the test cases is done in the Test Lab tab. Test director supports both manual and the execution using automation tools. If the test cases are to be executed manually then the test cases are executed. If the execution is done by using automation tools then test director can be linked to the test scripts written in Winrunner or QTP.
iv. Defect Tracking is done in the Defect Tab of the TestDirector. Defects can be created by associating the defect for the failed test cases. Or the new defects are raised in the Defect tab. There are lot of options available in this tab to view the graphical representation of the defect and helps the team to track the defect easily.

Test Director is a Test Management tool and not just a defect tracking tool as such. The reason being using Test Director we are able to track and maintain all activities involved in the testing Life Cycle as such.
TD has 4 tabs on overview - Requirements, TestPlan, TestLab and Defects.
Requirements tab constitutes keeping track of all your testing requirements. You could either manually enter requirements or upload the same using Word, Excel.
NOTE : To Upload you would require a Word or Excel Add in to be installed. This is available in TD itself but you would require TD Admin login.
TestPlan tab consists of all your testcases which you have created. You could either create them directly in TD or as said import them from Excel Sheets. You can also map your testcases to existing requirements in order to create a Traceability Matrix.
TestLab tab is the tab where actual execution of testcases occurs. You can update Actual results in these. Each Execution is updated with Status as well as Execution time and date.
Note : Testcases updated in TestLab would automatically reflect the change in TestPlan as well
Defects Tab comprises of all the defects you have logged. Each defect can be accompanied by the Testcase number and the test step that has failed. You can also attach screenshots or external documents for the same. You can also link defects to other existing defects.
TD as a whole is customizable as per User request. If you are a TD Admin, you can change the columns being displayed in each tab as well add new user-defined fields.

TestDirector can be used Both (Test management (Capturing all you testing phase) and Bug Tracking)
its a managment tool
Its depend on need,in our organization we are using Test director as Defect tracking tool
Bug tracking is part of test management and it is a test management tool.
