I was having the same problem (with TD 7.6 and TD 8.0 and XP pro). I then used an old laptop, installed Windows 2003 Server (evaluation version) and then installed TD 8.0. It installed perfectly (almost).
Because TD uses your browser (IE 6 in my case), I have to be physically connected to the internet for it to work, even though everything is on my Laptop.
In terms of the original problem, I suspect it has to do with TD being Client/Server software and maybe this can't be resolved on a stand-alone Windows XP machine. In normal corporate use, the administrative stuff sits on a server and "users" (clients) download a client-based version of TD and connect to it.
