Not getting any template

Regarding ACTION TEMPLATE,

I have created text file with appropriate comments and saved the file as Actiontemplate.mst and saved it in DAT folder.
But when I am accessing QTP, I am not getting any template

Open a notepad
Type 'GoodMorning (message should start wtih single quote)
save it in c:/programfiles/mercuryintractive/qtp/dat
File name should be "Actiontemplate.mst" (must and should enclosed with invited commas)
close the notepad
