Effective Testing
Effective testing is said to be achieved in terms of either Defect Density, Defects per testcases or defects found in Production.
In short, incase testing carried out is so good as to ensure that maximum defects (Especially High Severity, High Priority) are detected before application goes into production, it can be termed effective testing.
Apart from Defects, when your testing approach covers all idenified Risks and their Mitigation plans and implements a proper Risk-based approach to testing in terms of Maximum coverage, we call it as Effective Testing.
Efficient Testing
Efficient testing is measured in terms of metrics as to Slippage time in meeting testing deadlines and covering maximum application scope as possible using lesser number of testcases.
Achieving Maximum testing results using Minimum Testing efforts is actual definition of Efficient Testing.

Up Time
Uptime came into existence as to describe the opposite of System Downtime.
It is defined as the measure of the time the system has been up and running. It is generally measured in "NINES".
It is also a measure of a systems reliablity and stablility in sense that the application continues to run without requring an Reebots / Patches.
