Someone found a bug in build 001 and it get fixed in build 003 and again it get opened in build 009, then my question is that which state should we mark for that bug VERIFIED or CLOSED. Why?

New state should be Reopen

The status of that bug is neitheir "verified" nor "closed"...........it is "reopened".
Status of BUg Is RE-Open
lifecycle of bugs are defined by the organization and it can always happen that something is broke which was fixed in earlier versions
normal case you reopen the same issue but some companies prefer not to reopen the existing issue if the reason is different( say migration of Database from SQL2000 to SQL2005) the main reason is they don want the client to know abt that
so it can vary and its all defined as intra organization
