Well, there are prometric cetres identified by Oracle. If you are in India you can go to NIIT, SQL* International etc... (Nearest to you in your town). You can get extensive list in Oracle site. You can go there, pay the fees and setup a convinient time for your exam. You can give the exam there. Immediately after you finish your exam, you'll get the result and temporary certificate.
By the way, Do you know which OCA exam you are going to write?
(There are two tracks DBA and Developer. DBA is considered boring....)

Hello friends.I want to give oracle certification exam developer.Can anyone help me where to sent start from.
Thare are alot of articles/posts already existing about this in GeekInterview...
You can try the tutorial section, you can try the exam simulator etc etc...
Just run a search in GeekInterview...

OCA certification includes two exams
1) SQL
2) F-1 Fundametal-1

i did my oca so telling u two institute in pune
1. sqlstarplus
2. dsk infotek
1st floor
gandharve hights,
near rahul theter and agricullture university,
mhasoba gate rd,
shivaji nagar.
pune.
fee for sql exam code izo-007 is near about rs 4500/-
plsql exm code iz0-147 is naer about rs 6000/-
